Manual Fallback Rule: Critical workflows continue even when optional services are unavailable. PDF not connected → digital signed records remain fully operational. Job API not connected → admin manages jobs manually. Scheduler not connected → admin triggers refresh and email manually. Email failure → student result is preserved in the Student App and admin can resend.
